What is this?

Yesterday evening our garden designer was coming round at 6:30pm. Wednesday is also our craft evening so I popped next door quickly at 6pm to say hello. Just as well I did !!! I discovered that our back garden had been treated in 2010 as it was contaminated by lead from the foundry that was behind us about a century ago! So far so good - I knew that. What I had not been told was that treatment meant removing all the soil down to 250mm, then laying an orange permeable warning mesh across the whole garden. Putting in raised beds (with certified safe soil) and instructions never to breach the orange safety mesh!!!! Obviuosly that has an impact on the garden design - just as well we found out in time. She had a lovely design but went away to rethink it and put raised beds in - I dont think its drastic (more expensive obviously!!). This morning I rushed out and dug a small hole (where the previous owners had removed the raised bed!! Sure enough 250mm down - there is the orange mesh.
